Dear all,

 I have talked with the person from Elsevier Japan.
They accepted to publish the proceedings. However,
it will be published early in 2003.

 At first, i think it is too late. However, some
of the OPC member said that most of the people put
their articles on the web as preprints and the 
publication themselves could be waited.

 How do you think?

 Please send us the comments before Dec.19 if you 
have comments. If there is no strong objections, 
I'll start the negotiation with Elsevier.
