According to the PRL's page limit rule, our paper is about 24 lines (in two column format) over the limit. He suggested that we cut down about 10 lines before we submit. He has made an interesting comment, which I suggest we give a seriously consideration. He said that PRL now has an internal policy that they require a result/paper to have at least 5 sigma significance to be published with a title "Observation of ...". They recommend to use "Evidence for ..." for results with 3 - 5 sigma significance. He believes that this rule is now estabilshed as a standard in the community. So, I suggest that we accept this policy and the paper committee try to shorten the paper by about 10 lines and change the title to: "Evidence for Oscillation of Accelerator-produced Muon Neutrinos" I believe this is a reasonable title. Alternatively, we can decide not to accept this policy and submit the paper as it is to Phys. Letters B. Since this is a rather imporatnt issue, the paper committee should discuss this, consult the executive committee and the physics convenors, and make a recommendation to the collaboration.
