Dear all,

 Yesterday, typhoon no.23 pass through Japan and 
we had heavy rain.
 Because of that, one of the pit in the PS was 
flooded in the midnight. Therefore, the beam was
stopped around 23:01.

 Also, there was a power failure in Kamioka and
they can not restart the detector till this morning.

 Therefore, we canceled the C shift on Oct. 21.

 At this moment, the expected recovery time is 
not certain. 
 (For SK, it will not take so long time.)
